Creates the Florida Assisted Living Quality Improvement Initiative Pilot Project, limited to 4 approved quality improvement teams and 20 facilities in each of 5 Agency for Health Care Administration area office locations (areas 4, 5, 6, 8, and 11), expiring in 2016 unless reenacted.

Restricts eligibility to facilities with good survey records, no Class I or Class II violations, and no more than 5 uncorrected Class III violations on prior two annual surveys and complaint-related surveys.

Requires enrolled facilities to contract with an approved quality improvement team comprised of a quality improvement specialist, licensed registered nurse, licensed dietician, and staff development representative to develop and implement a facility-specific quality improvement plan.

Directs the Agency for Health Care Administration to refer complaints not alleging immediate jeopardy or serious substandard care to the quality improvement team for investigation, while reserving agency authority to investigate repeated complaints and refer them to law enforcement.

Prohibits quality improvement team reports and documents from being used in tort actions against facilities, and prevents facilities and quality improvement team members from having ownership interests in each other's businesses.
