Prohibits persons under 18 years of age from operating a motor vehicle while using any wireless communications device or telephone, with exceptions for reporting illegal activity, summoning emergency help, or preventing injury or property damage.

Requires enforcement of the wireless device restriction only as a secondary action when a driver has been detained for another traffic violation.

Establishes a 30-day driver's license suspension for violations of the wireless device prohibition, classified as a noncriminal traffic infraction.

Restricts drivers under 18 years of age from operating a motor vehicle with more than three passengers under 18 years of age unless accompanied by a driver at least 21 years old; does not apply to siblings or children of the driver.

Requires driver improvement and traffic law education courses to include awareness training about risks of using handheld electronic communication devices while driving, effective July 1, 2011.
