Prohibits districts from implementing any budget provision rejected by the Governor through alternative means without prior gubernatorial approval, with state funds withheld for non-compliance.

Requires districts to provide detailed accounting of unobligated funds and net cash balances, including the source and balance of such funds, in a standard format prescribed by the Governor's office.

Limits water management district ad valorem tax levies to 75 percent of the 2010-2011 fiscal year amounts for fiscal years 2011-2012 and 2012-2013, expiring July 1, 2013.
