Requires animal shelters and animal control agencies to sterilize all dogs and cats before adoption or obtain a written agreement that the adopter will sterilize the animal within 30 days of adoption or before sexual maturity.

Mandates shelters collect a deposit from adopters that is refunded upon presentation of written veterinary evidence that the animal has been sterilized.

Requires all public and private animal shelters and animal control agencies to annually report to their county's designated animal control agency regarding animal intake by source, disposition by outcome, and any breed-based euthanasia policies.

Prohibits shelters and animal control agencies from adopting animals, transferring animals to other agencies, or euthanizing animals if they fail to file the annual report within 30 days of the reporting deadline.

Specifies that sterilization costs for animals at government-operated or publicly-subsidized shelters shall be paid by the prospective adopter unless a local ordinance provides otherwise.
