Amends the local government infrastructure surtax law to allow a portion of surtax proceeds to fund financial assistance for residential property owners making energy efficiency improvements or installing renewable energy devices.

Defines "renewable energy devices" as equipment that collects, transmits, stores, or uses solar, wind, or geothermal energy, including solar collectors, storage tanks, windmills, wind generators, and geothermal transmission equipment.

Defines "energy efficiency improvement" as any conservation measure reducing energy consumption, including air sealing, insulation installation, HVAC system upgrades, window replacement, lighting installation, electric vehicle charging equipment, and daylight optimization.

Maintains existing authorization for local governments to allocate up to 15 percent of surtax proceeds for economic development projects.

Takes effect July 1, 2011.
