Mandates approved by voters of municipalities to require live racing of domestic animals as a prerequisite for other commercial enterprises become enforceable and deemed public policy.

Defines "domestic animal" as any dog, cat, rabbit, or other domesticated animal weighing less than 150 pounds commonly used as a pet.

Allows changes to Chapter 550 provisions made by super majority vote of a governing body to void all permits issued under Chapter 550 that were previously approved by voter referendum.

Takes effect July 1, 2011.
