Adds contract-based jurisdiction: persons submitting to Florida court jurisdiction through contracts designating Florida law and containing a jurisdiction submission clause are subject to Florida courts under s. 48.193.

Expands definition of "foreign judgment" in the Enforcement of Foreign Judgments Act to include any judgment entitled to full faith and credit in Florida, removing previous limitations.

Modifies arbitration interim measures requirements under the International Commercial Arbitration Act to allow arbitral tribunals to consider harm and success likelihood only to the extent they deem appropriate for evidence preservation requests.

Removes restriction in s. 685.101 that previously prohibited choice of Florida law for contracts with no substantial relation to the state when all parties were non-residents or non-incorporated entities.

Changes effective date for choice of law and jurisdiction provisions from June 27, 1989 to July 1, 2011.
