Creates a special instant scratch-off lottery game titled "Ticket for the Cure" to operate from January 1, 2012, through December 31, 2017.

Dedicates net revenues from the game to fund breast cancer research and services for low-income, uninsured breast cancer victims, with funds prohibited from covering institutional overhead, indirect costs, or organizational levies.

Defines "net revenue" as ticket sales minus prize payouts and actual administrative expenses, and "research" as activities to develop understanding and techniques for detection, prevention, screening, and treatment of breast cancer including clinical trials.

Requires the Department of the Lottery to equitably apportion net revenues to state universities with medical research facilities to be used for breast cancer research and patient services.

Takes effect July 1, 2011.
