Creates expert witness certificates for physicians licensed outside Florida (in other states or Canadian provinces) allowing them to provide expert testimony in medical negligence cases for a $50 application fee and 2-year validity period, without requiring a Florida medical license.

Establishes "clear and convincing evidence" as the burden of proof for claimants in medical negligence actions, increasing the standard from "greater weight of evidence," and prohibits admission of insurer reimbursement policies as evidence.

Requires standard informed consent forms for cataract surgery procedures to be adopted by the Board of Medicine and Board of Osteopathic Medicine by October 1, 2011, with signed forms creating a rebuttable presumption that risks were properly disclosed.

Expands advanced registered nurse practitioners' authority to order, administer, and alter any necessary drugs including Schedule II-V controlled substances under established protocols with physician supervision, and allows certified registered nurse anesthetists to order pain-relieving drugs in post-anesthesia recovery areas.

Requires claimants to submit an authorization form for release of protected health information with presuit notice of medical negligence claims, with revocation rendering the presuit notice retroactively void and eliminating statute-of-limitations tolling.
