Renames "optional sector plans" to "sector plans" and increases the minimum geographic area requirement from 5,000 acres to 15,000 acres for qualification.

Renames "long-term conceptual buildout overlays" to "long-term master plans" and expands required content to include water development projects, transportation facilities, and conservation measures.

Requires detailed specific area plans to be adopted by local development order, include a buildout date protecting against downzoning until that date, and be at least 1,000 acres unless local circumstances justify smaller size.

Allows developers to enter into development agreements with local governments for durations extending through the planning period of the master plan or detailed specific area plan, and permits master development approval for entire planning areas.

Authorizes the state land planning agency to enter into agreements with local governments that adopted large-area comprehensive plan amendments of at least 15,000 acres prior to July 1, 2011, allowing implementation through detailed specific area plans under sector plan provisions.
