Establishes the "Small Trucker Relief Act" and defines a "small trucking firm" as a trucking enterprise with fewer than 30 employees or fewer than 50 trucks in operation.

Creates the Trucking Regulation Workgroup consisting of representatives from the Departments of Transportation, Revenue, Environmental Protection, Law Enforcement, and Highway Safety and Motor Vehicles, plus three small trucking firm owners/employees and one Florida Trucking Association member appointed by the Governor.

Requires the workgroup to deliver a report to the Governor, Speaker of the House, and President of the Senate by October 1, 2011 with legislative recommendations on truck idling penalties, tax credits for idling costs, cargo theft penalties, environmental protection exemptions, random truck inspection rules, and improved access to motor carrier registration services.

Abolishes the workgroup on November 1, 2011.

Takes effect July 1, 2011.
