Establishes the State Employee Bonus Initiative, an online suggestion program where state employees can submit ideas for cost reductions and operational efficiencies, hosted at www.myfloridabonus.gov and administered by the Legislative Budget Commission.

Provides monetary awards equal to 1.5 percent of estimated budget reductions when adopted suggestions result in actual savings of at least $50,000 to the General Appropriations Act.

Requires immediate payment for suggestions resulting in savings under $1 million; suggestions saving $1 million or more require legislative approval.

Protects employees from harassment, termination, or discriminatory action for making suggestions, except when the suggestion includes elimination of the employee's own position; prohibits state agency heads and elected/appointed officials from participating.

Requires the Legislative Budget Commission to annually create and distribute English and Spanish posters (minimum 8.5" x 11") to all state agencies explaining the program and providing the website address.
