Creates a 9-member Board of Corrections and Juvenile Justice within the Executive Office of the Governor to provide independent oversight of the Department of Corrections and Department of Juvenile Justice.

Board members are appointed by the Governor and confirmed by the Senate, serving 4-year terms (initial appointees serve 2 years), with the Governor designating the chair and vice chair.

Board must conduct annual performance reviews of both Secretaries, publish an annual report by October 15, perform scheduled and unscheduled facility inspections, and require the Office of Inspector General to conduct investigations as needed.

Board must establish performance measures, provide quarterly performance findings to the Governor and Legislature, and meet at least quarterly with a 5-member quorum required for official business.

Members serve without compensation but receive per diem and travel reimbursement; an executive director designated by the Governor serves as the chief administrative officer and reports to the board.
