Establishes the "Prison Reform and Recidivism Reduction Act" (also called the "Don't Come Back Act") as an alternative adjudication program for adult nonviolent felony offenders who have not accepted plea bargains and have not previously received alternative adjudication.

Phase 1 requires offenders to obtain a high school diploma or equivalent and complete a basic training course covering behavioral self-discipline, faith development, personal hygiene, and life skills in a dedicated school facility.

Phase 2 requires offenders to complete job skills training at an advanced training campus in fields such as technical training, science and industry, medical and health care, aircraft and yacht construction, railroading, or agriculture, and receive job skill certification upon completion.

Phase 3 requires offenders to earn money through work to pay full restitution to victims, maintain accurate financial records, and receive employment placement assistance before release with adjudication withheld.

All program phases must occur in single-sex facilities and be completed before the offender's release.
