Proposes a constitutional amendment to Section 6 of Article VIII allowing Miami-Dade County's home rule charter to be amended or revised by special law approved by voter referendum.

Requires any bill proposing such a special law to be approved at a meeting of the local legislative delegation and filed by a delegation member.

Authorizes the Miami-Dade County charter to include fixed term limits for Miami-Dade County Commissioners.

Updates constitutional references to reflect Miami-Dade County's current name (replacing "Metropolitan Dade County" and "Dade County").

Directs placement of a ballot summary explaining the amendment for voter consideration at the next general election or earlier special election.
