Adds Port Citrus to the definition of "port" in Florida law and includes a Port Citrus representative on the Florida Seaport Transportation and Economic Development Council.

Establishes minimum yellow light change interval times for traffic control devices based on nationally recognized engineering standards and prohibits traffic citations for red light violations if the traffic signal device does not meet all requirements.

Creates new permit requirements for obstructing public streets, highways, and roads, requiring counties and municipalities to adopt permitting processes that protect public safety while preserving free speech rights, with permit decisions required within 24 hours.

Prohibits aggressive panhandling, ordinary panhandling within 20 feet of bus stops or ATMs, and fraudulent panhandling, with violations classified as pedestrian violations subject to a $10 additional fine deposited into homelessness assistance programs.

Modifies transportation project environmental permitting by reducing landscaping material purchase requirements, limiting state transportation facility right-of-way restrictions, and expanding mitigation options for stormwater management and wetland impacts.
