Exempts counties from conducting a manual audit of voting systems if a manual recount was already conducted pursuant to Florida statute 102.166.

Eliminates the requirement that supervisors justify sending absentee ballots to alternative addresses (such as absence from county, emergency/disaster displacement, or facility residence) and requires ballots be sent only to the elector's current mailing address on file.

Extends the timeline for canvassing absentee ballots and processing them through electronic tabulating equipment from the 6th day before an election to the 15th day before an election, beginning at 7 a.m., with results remaining unreleased until after polls close on election day.

Maintains felony penalties for anyone who releases absentee ballot canvassing or processing results prior to the closing of polls on election day.

Takes effect July 1, 2011.
