Creates a public records exemption for work papers held by the Office of Program Policy Analysis and Government Accountability (OPPAGA) that relate to authorized projects or research products.

Exemption applies to work papers held by OPPAGA before, on, or after the effective date of the exemption, providing retroactive application.

Legislature finds the exemption necessary to encourage individuals and businesses to share information with OPPAGA without concerns of competitive disadvantage, disclosure, or reprisals.

Protects unverified information from public disclosure during the project process that could otherwise harm individuals or businesses through unproven allegations.

Effective date is contingent upon Senate Bill 1204 or similar legislation taking effect in the same legislative session.
