Reduces the maximum ad valorem millage rate that the Lealman Special Fire Control District may levy from 10 mills to 5.5 mills, subject to voter approval in a referendum.

Prohibits municipalities from annexing unincorporated territory within the district except for enclaves, unless the annexation includes all district territory and is approved by a majority vote of district electors in a referendum.

Allows the district to levy ad valorem taxes at a rate lower than a previously approved millage rate without requiring an additional referendum.

The annexation referendum requirement expires May 1, 2016.
