Requires the board of county commissioners to employ a historical preservation manager to oversee funding, budgeting, and long-range planning for the historical museum and genealogical library.

Creates a dedicated account for the historical museum and genealogical library to receive and maintain all grants, gifts, donations, and bequests, with funds restricted solely to historical preservation purposes and prohibited from diversion to other county uses.

Deletes provisions regarding the Polk County Historical Association and clarifies commission duties to collect historical materials, develop funding sources, and serve as advisors to the historical museum and genealogical library.
