Extends public records and public meetings exemptions to the Technology Seed Capital Fund and the Institute for the Commercialization of Public Research's fund management committee, mirroring existing exemptions for the Florida Opportunity Fund.

Exempts proprietary confidential business information, trade secrets, financial statements, and investor identities from public disclosure for 10 years after termination of an alternative investment.

Allows portions of board and fund management committee meetings discussing confidential information to be closed to the public, with recording and transcription required.

Permits governmental entities to request exempt records for official duties and allows courts to order public release if compelling public interest exceeds confidentiality concerns.

Applies Open Government Sunset Review: Florida Opportunity Fund provisions expire October 2, 2012; Technology Seed Capital Fund and institute provisions expire October 2, 2016, unless reenacted by the Legislature.
