Rule ratification satisfies the condition on effectiveness required under s. 120.541(3), Florida Statutes, for rules that may likely have an adverse impact or excessive regulatory cost.

Act does not alter existing rulemaking authority, constitute legislative preemption, or cure any rulemaking defects.
