Exempts mental health personnel working fewer than 15 hours per week of direct patient contact from fingerprinting requirements, except those working in facilities treating minors.

Adds law enforcement officers meeting good moral character standards to the list of professionals not requiring refingerprinting or rescreening.

Expands "direct service provider" definition to include volunteers and requires Level 2 background screening, with exemptions for volunteers under 20 hours monthly contact and clients' relatives or spouses.

Requires rescreening every 5 years for direct service providers unless fingerprints are electronically retained by the Department of Law Enforcement, and eliminates the requirement to stagger rescreening schedules.

Establishes a statewide interagency workgroup to develop a streamlined background screening system with a work plan due to the Legislature by November 1, 2011, addressing database creation, standardized criteria, and information sharing procedures.
