Establishes limitations on Department of Juvenile Justice healthcare reimbursements at 110 percent of Medicare rates, provides the state court system with up to $54 million in trust fund loans, and relieves loan repayment obligations from prior fiscal year.

Implements various tax and spending authorizations including citrus excise tax rate caps, Department of Transportation work program reductions, employee travel restrictions, and data center consolidation provisions, with most provisions expiring July 1, 2012.
