Expands faith-based programs to include character-based components and renames them "faith- and character-based" programs in state and private correctional institutions.

Directs the Department of Corrections to phase out existing faith-based and self-improvement dormitory programs and move toward implementing only faith- and character-based institutions.

Removes requirement that 80 percent of program participants be within 36 months of release and eliminates priority enrollment for inmates with substance abuse history.

Deletes provisions requiring chaplains be assigned to each dormitory and to community correctional centers, and removes funding requirements for chaplain and clerical support staff.

Allows peer-to-peer programming such as Alcoholics Anonymous groups, literacy instruction, and other appropriate activities within faith- and character-based institutions.
