Prohibits municipalities in counties with populations exceeding 1.5 million (per most recent U.S. Census) from imposing surcharges on consumers outside municipal boundaries for water or sewer services.

Allows municipalities in other counties to continue charging up to 25 percent surcharges on out-of-boundary consumers, either as an addition to in-city rates or as part of just and equitable rates capped at 50 percent above in-city charges.

Requires public hearings for rate changes under the "just and equitable" method, unless changes are applied proportionally across all service classes.

Permits civil actions for injunctive relief by aggrieved parties to prevent municipalities from violating rate limitations.

Authorizes courts to award treble damages and reasonable attorney's fees to prevailing parties in enforcement actions.
