Creates an Expedited Partner Therapy Pilot Project in Duval and Gadsden Counties to address high rates of sexually transmitted infections, particularly chlamydia and gonorrhea.

Exempts participating providers from Florida Statutes sections 384.27 and 465.023(1)(h) and Florida Administrative Code rule 64B8-9.014 to allow physicians to dispense single-dose medications provided by county health departments to patients for use by their sexual partners.

Requires the Department of Health to provide physician training based on Centers for Disease Control and Prevention guidelines and adapt patient education materials from Texas's expedited partner therapy program.

Funds the pilot project through existing state revenues with estimated annual cost of $70,000, projected to reach approximately 4,000 persons and their partners, with funds used for medication, educational materials, and program evaluation.

Takes effect July 1, 2011.
