Authorizes school districts to deploy school bus traffic infraction detectors (camera systems) on buses to enforce laws requiring drivers to stop for school buses displaying stop signals.

Establishes a $265 penalty for violations detected by these systems, with distribution of funds: $170 to the school district, $65 to the Emergency Medical Services Trust Fund, $15 to the Department of Highway Safety and Motor Vehicles, and $15 to the county/municipality issuing the citation.

Allows vehicle owners 30 days to pay the penalty or submit an affidavit (claiming vehicle was in another person's care, passed at law enforcement direction, or was subject to a citation by law enforcement) to avoid court proceedings.

Specifies that violations enforced by traffic infraction enforcement officers do not result in points against driver's licenses and cannot be used to set motor vehicle insurance rates.

Requires school districts and the Department of Highway Safety and Motor Vehicles to submit annual reports detailing detector usage, procedures, and safety results to the Governor and Legislature by December 31 of each year.
