Authorizes the Agency for Health Care Administration to develop a home and community-based services Medicaid waiver program for children diagnosed with Trisomy 18 (Edwards syndrome), subject to federal approval and available funding.

Establishes the "Health and Wellness Recruitment Act" requiring the Florida Public Health Institute and Department of Health to create and implement plans by July 1, 2013 to reduce health care costs through education and treatment services for Medicaid and Medicare participants.

Requires submission of a Stage I Health Strategy plan by October 1, 2011 identifying curative remedies (including spiritual, nutritional, alternative medicine, and physical activity) and implementation methods for treating internal illnesses, skin diseases, and injuries.

Requires submission of a Stage II Wellness Strategy plan by January 9, 2012 identifying preventive remedies and education methods to stabilize health care needs for program participants.

Mandates the Florida Public Health Institute and Department of Health revise the plans every 2 years and requires the Department of Health to provide administrative support and office space for plan implementation.
