Amends s. 112.3215, F.S. to make permanent the exemptions from public records and public meeting requirements for audits and investigations conducted by the Commission on Ethics regarding lobbyist registration and reporting violations.

Removes the scheduled repeal date of October 2, 2011 that was established under the Open Government Sunset Review Act.

Maintains confidentiality of investigation proceedings, complaints, records, and related meetings until either the alleged violator requests public disclosure or the commission determines probable cause of a violation exists.

Applies exemptions to audits and investigations of lobbying firms, agencies, officers, and employees for violations other than late-filed reports.

Effective date is July 1, 2011.
