Adds Down syndrome to the definition of "developmental disability" in Florida law and defines Down syndrome as a disorder caused by an extra chromosome 21.

Prohibits monitoring requirements for residential facilities serving developmentally disabled clients from mandating that pornographic materials be available.

Requires courts to order involuntary admissions to residential services through the Agency for Persons with Disabilities rather than directly to private service providers, and allows the agency to transfer residents between settings with 30-day court notification.

Requires the Agency for Persons with Disabilities to ensure sufficient community-based training facilities for defendants charged with sex offenses.

Establishes a task force with 15 specified members to develop guidelines and procedures regarding sexual activity among residents in agency facilities, with findings due to the Legislature by November 1, 2011.
