Requires the Department of Children and Family Services to provide discharged defendants with up to a 7-day supply of psychotropic medications when returning to jail from state treatment facilities, using a department-approved formulary.

Authorizes county courts to order conditional release of defendants for outpatient mental health care and treatment.

Creates the Forensic Hospital Diversion Pilot Program in Escambia, Hillsborough, and Dade counties to provide competency-restoration and community-reintegration services as alternatives to state forensic mental health facilities for eligible defendants.

Establishes eligibility criteria for the pilot program, limiting participation to individuals 18 or older charged with second or third-degree felonies without significant violent criminal histories.

Requires county and municipal detention facilities to use the Department of Children and Family Services-approved formulary when prescribing psychotropic medications to defendants discharged from state treatment facilities; directs the Office of Program Policy Analysis and Government Accountability to report on the pilot program by December 31, 2012.
