Redefines "family day care home" as an occupied residence providing child care for children from at least two unrelated households, with maximum capacity of 6 children (no more than 3 under 18 months) or 8 children (with specific age restrictions on infants and preschoolers).

Creates new "large family child care home" category for licensed facilities with at least two full-time child care personnel, allowing maximum capacity of 8 children under 24 months or 12 children total (no more than 4 under 24 months).

Requires operators of large family child care homes to have first operated a licensed family child care home for 2 consecutive years within the prior 5 years, with the operator holding a child development associate credential for at least 1 year.

Permits child care to exceed 24 hours when parents work shifts of 24 hours or more (with written employer certification), but limits total consecutive care to 72 hours per 7-day period.

Takes effect July 1, 2011.
