Deletes the Division of Dairy within the Department of Agriculture and Consumer Services; transfers dairy farm inspection and milk plant oversight duties to the Division of Food Safety.

Creates licensure requirements for pest control customer contact centers with fees of $600-$1,000 and establishes a limited certification for commercial wildlife trappers using nonchemical methods.

Increases minimum insurance coverage requirements for pest control businesses from $100,000 to $250,000 per person for bodily injury and from $50,000 to $250,000 per occurrence for property damage.

Establishes exclusive state authority over broadcast burning, agricultural pile burning, and silvicultural pile burning; allows Division of Forestry to delegate yard trash burning authority to counties and municipalities.

Eliminates per diem and travel expense reimbursements for members of multiple advisory councils within the department; adds youth member position to Florida State Fair Authority; makes bee colony theft a felony and expands farm theft definition to include equipment used in farm operations.
