Reduces the legislative vote threshold required to repeal a Supreme Court rule from two-thirds to three-fifths of each house membership.

Prohibits the Supreme Court from readopting any rule that has been repealed by general law for a period of three years.

Proposes an amendment to Section 2 of Article V of the State Constitution to be submitted to Florida voters at the next general election or special election.

Includes four alternative ballot summary statements to be used depending on whether a court declares the primary statement defective.
