Excludes contributions or expenditures reported under federal election law from the definition of "gifts" for ethics purposes.

Creates qualified blind trusts allowing public officers to place assets in trusts without knowledge of holdings or management decisions, eliminating conflicts of interest related to those assets.

Establishes voting restrictions for state legislators on matters affecting their special private gain or loss, relatives, business associates, employers, or boards they serve on, with required written disclosures within 15 days of voting.

Requires the Commission on Ethics to review financial disclosures filed by elected constitutional officers by July 1 and notify them of insufficiencies by August 1, with amended filings due by September 1.

Revises corruption-related criminal statutes by replacing "corruptly" or "with corrupt intent" language with "knowingly" and adds new felony offenses for public servants who obstruct legal process or violate federal civil rights laws under color of law.
