Expands public records exemption for sealed bids, proposals, and replies submitted in response to competitive solicitations by extending the exemption duration from 10 days to 30 days after opening bids/proposals/final replies.

Extends the sunset review date for the competitive solicitation exemption from October 2, 2011 to October 2, 2016, requiring legislative review and reenactment to prevent automatic repeal.

Expands public meetings exemption to include vendor negotiations pursuant to competitive solicitations, vendor oral presentations during competitive solicitations, vendor question-answering sessions, and team meetings where negotiation strategies are discussed.

Makes recordings and any records presented at exempt competitive solicitation meetings temporarily exempt from public records requirements under the same timeline as bid/proposal exemptions (30 days after opening or agency notice of intended decision, whichever occurs earlier).

Provides legislative findings that temporary exemptions for competitive solicitation records and meetings are necessary to maintain fair and economical procurement processes while preventing unfair disclosure of vendor proposal details to competitors.
