Creates section 252.353, F.S. requiring the Division of Emergency Management to report on school districts' compliance with public shelter design criteria established under section 1013.372(1).

Division must submit a biennial compliance report beginning January 31, 2012 to the Governor, President of the Senate, Speaker of the House, and Cabinet, incorporated into the statewide emergency shelter plan.

Report must include by county: number of newly constructed educational facilities meeting or failing shelter criteria, composition of general population and special needs shelters, exemption explanations, and retrofit information.

Division shall create and maintain a publicly accessible website registry of school district compliance with shelter design criteria, available by January 31, 2012 with data starting January 1, 2011.

County emergency management offices must submit annual reports to the division by November 30, 2011 and each odd-numbered year thereafter on school district facilities; school boards and Department of Education must coordinate implementation with the division and county offices.
