Resolves collective bargaining impasses for the 2011-2012 fiscal year between the State of Florida and 11 certified state employee bargaining units by imposing the state's last offer dated February 10, 2011 (or March 18, 2011 for one specific article) on specific disputed articles.

Covers bargaining units including the Florida State Fire Service Association, AFSCME Florida Council 79, Police Benevolent Association (multiple units), Federation of Physicians and Dentists, Florida Nurses Association, and Federation of Public Employees.

For certain articles within each bargaining unit agreement, maintains the status quo under current collective bargaining agreement language rather than adopting the state's final offer.

Directs that all other mandatory collective bargaining issues at impasse not addressed in this act or the General Appropriations Act shall be resolved consistent with state personnel rules in effect May 1, 2011, and by maintaining status quo under current agreements.

Takes effect July 1, 2011.
