Requires the Auditor General to annually transmit by July 15 a list of school districts, charter schools, Florida College System institutions, state universities, and water management districts that failed to comply with transparency requirements to the President of the Senate, Speaker of the House, and Department of Financial Services.

Expands the definition of "governmental entity" under the Transparency Florida Act to include Florida College System institutions and revises the Legislative Auditing Committee's format recommendations to include charter schools and charter technical career centers.

Changes the exemption threshold for municipalities and special districts from population-based (10,000 or fewer residents) to revenue-based (less than $10 million in total annual revenues).

Requires each water management district to provide monthly detailed financial statements to its governing board and post them on its website by September 1, 2011.

Mandates the Chief Financial Officer to provide public access to a state contract management system containing contract information including contracting agency, procurement method, contract dates, compensation, and compliance metrics, with agency procurement staff required to update the system within 30 days of major contract changes.
