Consolidates state agency data centers into primary data centers (Northwood and Southwood Shared Resource Centers) with specific schedules from 2011-2016, requiring agencies to migrate computing resources and comply with transition plans.

Transfers the Northwood Shared Resource Center from the Department of Children and Family Services to the Department of Management Services and establishes it as an independent primary data center.

Requires the Agency for Enterprise Information Technology to develop comprehensive transition plans, establish hardware and software standards for consolidation, and submit biannual status reports on consolidation progress to the Governor and Legislature.

Establishes a statewide e-mail service through the Southwood Shared Resource Center with a migration plan requiring all executive branch agencies to migrate by specified dates, contingent on Legislative Budget Commission approval and cost-benefit analysis.

Repeals the Agency Chief Information Officers Council and the requirement for agency chief information officers, removes references to the separate Office of Information Security, and consolidates information security responsibilities under the Agency for Enterprise Information Technology.
