Eliminates references to TRICARE supplemental insurance plans and removes the definition of "state-contracted HMO" from the state group insurance program definitions.

Authorizes the Department of Management Services to establish health maintenance incentive programs where employee contributions may vary based on participation in health promotion and compliance programs.

Creates a health insurance risk pool for the 2012 plan year and each year thereafter, with separate pools for active employees, retirees not eligible for Medicare, and retirees eligible for Medicare.

Establishes specific employee and state contribution amounts effective August 1, 2011: employees pay $50/month for individual coverage and $200/month for family coverage under standard plans, with the state covering the difference between the lowest-cost plan and any higher-cost plan selected.

Modifies the prescription drug program to allow network-based reimbursement rates and permits implementation of 90-day supply limits at select retail pharmacies if financially beneficial to the program.
