Relocates the Statewide Office for Suicide Prevention from the Executive Office of the Governor to the Department of Children and Family Services and requires the director to employ a coordinator for the office.

Transfers the Statewide Drug Policy Advisory Council from the Executive Office of the Governor to the Department of Health, with the Surgeon General or designee serving as nonvoting chair instead of the Office of Drug Control director.

Removes the Office of Drug Control from seaport security oversight duties, eliminating its role in maintaining security standards distribution and maritime domain security training program creation.

Reduces Statewide Drug Policy Advisory Council appointed public members from 11 to 7 and removes references to the Office of Drug Control from drug control strategy funding and violent crime investigation programs.

Repeals the statute creating the Office of Drug Control and requests the Division of Statutory Revision to prepare a conforming bill for the 2012 legislative session; effective July 1, 2011.
