Transfers all powers, duties, functions, records, and personnel of the Florida Energy and Climate Commission to the Department of Agriculture and Consumer Services through a type two transfer, effective July 1, 2011.

Eliminates the Florida Energy and Climate Commission and reassigns its energy policy planning, renewable energy programs, and climate protection duties to the Department of Agriculture and Consumer Services.

Transfers petroleum allocation and energy emergency contingency planning duties to the Division of Emergency Management, and administration of the Coastal Energy Impact Program to the Department of Environmental Protection.

Creates an Office of Energy and Water within the Department of Agriculture and Consumer Services and assigns the Department of Management Services to coordinate energy conservation programs across all state agencies.

Amends multiple statutes to update references from the Florida Energy and Climate Commission to the Department of Agriculture and Consumer Services for renewable energy tax credits, grant programs, solar incentives, and energy-related initiatives.
