• Requires all adopted instructional materials for K-12 students to be available in electronic or digital format beginning in 2015-2016 school year.

• Establishes middle school career and professional academies aligned with high school counterparts, requiring each district to implement in at least one middle school by 2011-2012 school year with industry certification and career planning opportunities.

• Creates virtual education contribution as separate FEFP allocation and authorizes charter school systems meeting specified criteria to be designated as local educational agencies for federal funding purposes.
