Renames the Division of Forestry to the Florida Forest Service within the Department of Agriculture and Consumer Services.

Transfers enforcement of motor vehicle Lemon Law and price gouging violations from the Department of Agriculture and Consumer Services to the Department of Legal Affairs.

Reduces the Florida Citrus Commission from 12 to 9 members and reorganizes citrus districts from four to three districts; establishes an executive director position subject to Senate confirmation with a 4-year term.

Removes time limitations on General Inspection Trust Fund appropriations for department programs and adds the Division of Licensing as an official division within the Department of Agriculture and Consumer Services.
