• Mandates cost savings from fixed capital outlay projects be used to reduce overall construction costs, prohibiting use of savings for purchases not in the approved plan.

• Eliminates state aircraft ownership and management by removing references to aircraft from motor vehicle statutes, repealing the executive aircraft pool statute, and deleting aircraft disposal approval requirements.

• Requires the Department of Management Services to issue a competitive solicitation for statewide end-to-end network services by September 1, 2012, with agency transition completion by June 30, 2014, and prohibits state agencies from creating telecommunications networks outside SUNCOM.

• Extends the expiration date for law enforcement radio system surcharges from July 1, 2012 to July 1, 2021, and creates a $200 filing fee for administrative hearings under discrimination law with an indigency exception.
