Changes the composition of the Public Employees Relations Commission from three full-time members to one full-time chair and two part-time members, appointed by the Governor subject to Senate confirmation.

Requires the chair to devote full time to commission duties and prohibits engagement in any other business, vocation, or employment while in office.

Prohibits part-time members from engaging in any business, vocation, or employment that conflicts with their commission duties.

Maintains existing restrictions on commission membership, including prohibitions on employment by governmental units or employee organizations, and limitations on representation of employers and employees.

Effective date: July 1, 2011.
