Repeals prior procurement rules for Citizens Property Insurance Corporation and establishes comprehensive new procurement standards including competitive solicitation requirements for purchases of $35,000 or more.

Requires legal and purchasing departments to jointly prepare contracts, mandates public posting of solicitations on Citizens' and state websites with at least 10 business days notice, and prohibits vendors from communicating with board members or government officials about solicitations during specified periods.

Establishes an appeal process for contract awards of $100,000 or more (heard by board at public meeting) and $35,000-$99,999 (optional board hearing), with further appeals available to Circuit Court of Leon County.

Requires Citizens to strive to increase business with minority business enterprises and Florida small business enterprises, allows use of small business status as evaluation criterion with up to 5-point preference, and mandates annual board review and adoption of purchasing policies submitted to Office of Insurance Regulation.

Expands the definition of "public servant" under bribery statutes to include Citizens Property Insurance Corporation board members and employees, effective January 1, 2012.
