Creates the Federal Grants Trust Fund within the Department of Business and Professional Regulation to serve as a depository for federal grant funds.

Allows the trust fund to receive federal government grants, interest earnings, and cash advances from other trust funds, with expenditures requiring legislative appropriation or approved budget amendments under chapter 216.

Schedules the trust fund for automatic termination on July 1, 2015, unless terminated earlier, with mandatory review before the scheduled termination date per section 215.3206.

Requires enactment by three-fifths vote of both legislative houses and takes effect July 1, 2011.
